Chapter 1 — General Provisions제1장 (총칙)

Article 1 (Name)제1조 (명칭)

The federation is named the Korean Canadian Curling Federation (KCCF). In Korean it is called 재캐나다컬링연맹.

본 연맹은 재캐나다컬링연맹이라 칭한다. 영문으로는 Korean Canadian Curling Federation(KCCF)이라 칭한다.

Article 2 (Purpose and governing statute)제2조 (목적 및 근거법령)

The federation is a federal non-profit corporation incorporated on 26 April 2025 under the Canada Not-for-profit Corporations Act (corporation number 16944060). As a non-profit sport organization, it exists to grow curling in the Korean-Canadian community and to introduce Korean sport to Korean-Canadians and to Canadians.

본 연맹은 Canada Not-for-profit Corporations Act에 따라 2025년 4월 26일 설립된 연방 비영리법인(법인번호 16944060)이다. 본 연맹은 비영리 스포츠 단체로서, 컬링을 통해 캐나다 한인 사회의 체육 향상에 이바지하고, 대한민국의 스포츠를 캐나다 한인 동포 및 캐나다 국민에게 널리 소개함을 목적으로 한다.

Article 3 (Office and branches)제3조 (사무소 및 지부)

The registered office is 20 Rean Drive, North York, ON M2K 1H3. The federation does not currently maintain city branches. Branches may be established only if the board later so decides.

본 연맹의 등록 사무소는 20 Rean Drive, North York, ON M2K 1H3에 둔다. 지부는 현재 두지 않는다. 지부는 이사회가 나중에 필요하다고 의결하는 경우에 한하여 둘 수 있다.

Article 4 (Officers)제4조 (임원)

1. Officers shall be Korean-Canadian residents or Canadian citizens, as decided by the board.본 연맹의 임원은 캐나다에 거주하는 한국계 교포 및 캐나다 시민권자 중에서 이사회가 정한다.
2. The board officers are Seungho Bang (President / 회장) and Se In Park (Vice President / 부회장). Six director (이사) seats are vacant for incoming directors.이사회 임원은 방승호(회장)와 박세인(부회장)이다. 이사 6석은 예정 이사를 위한 공석으로 둔다.
3. The board may elect a chair from among the directors.이사회는 이사 중에서 의장을 互選할 수 있다.
4. Questions of officer qualification shall be decided by board resolution.임원 자격에 관한 문제가 제기된 때에는 이사회 결의에 따른다.

Article 5 (Activities)제5조 (사업)

To achieve the purpose in Article 2, the federation shall carry out the following:

본 연맹은 제2조의 목적을 달성하기 위해 다음 사업을 추진한다.

1. Host, sanction, and oversee curling events.컬링 대회 및 행사를 주최·승인·관장한다.
2. Take part in multicultural and next-generation sport development.다문화 및 차세대 스포츠 발전에 참여한다.
3. Represent the community in domestic and external sport events.한인 커뮤니티를 대표하여 대내외 스포츠 행사에 참여한다.
4. Host friendship games.친선 경기를 주최한다.
5. Develop and support athletes.선수를 육성·지원한다.
6. Carry out other work needed for the federation’s purpose.그 밖에 연맹의 목적 달성에 필요한 사업을 추진한다.

Chapter 2 — Members and Affiliates제2장 (회원 및 가맹)

Section 1 — Eligibility and joining제1절 자격 및 가입 절차

Article 6 (Members and affiliates)제6조 (회원 및 가맹)

The federation may have individual members and affiliate groups (clubs, teams, or similar) approved by the board. An affiliate shall be organized for curling.

본 연맹은 개인 회원과, 이사회 승인을 거친 가맹 단체(클럽·팀 등)를 둘 수 있다. 가맹 단체는 컬링을 목적으로 조직된 단체로 한다.

Article 7 (Application)제7조 (가입 절차)

A person or group joins by submitting an application (가입신청서) to the federation. Membership or affiliation takes effect when the board approves.

개인 회원 및 가맹 단체의 가입은 연맹에 가입신청서를 제출하고, 이사회의 승인을 받아 성립한다.

Article 8 (Withdrawal and further rules)제8조 (탈퇴 및 세부 규정)

The board may adopt separate rules on joining and withdrawal.

연맹은 가입 및 탈퇴에 관한 세부 규정을 이사회 결의로 따로 정하여 운영할 수 있다.

Section 2 — Rights제2절 권리

Article 9 (Rights)제9조 (권리)

Members and affiliates have the following rights:

본 연맹의 회원 및 가맹 단체는 다음 각 호의 권리를 갖는다.

1. To take part in programs and education that the federation hosts, organizes, or sanctions.연맹이 주최·주관·승인하는 사업 및 교육에 참여하는 권리
2. To make suggestions and appeals to the federation.연맹에 대한 건의 및 소청
3. To host, organize, or sponsor programs the federation sanctions.연맹이 승인하는 사업의 주최·주관·후원

Section 3 — Duties제3절 의무

Article 10 (Duties)제10조 (의무)

Members and affiliates have the following duties:

본 연맹의 회원 및 가맹 단체는 다음 각 호의 의무를 진다.

1. To observe these bylaws and board resolutions.본 회칙과 이사회 의결 사항을 준수할 의무
2. To take part in good faith in events the federation hosts.연맹이 주최하는 행사에 성실히 참여할 의무
3. If an affiliate, to notify the federation of material changes to its organization or rules.가맹 단체의 경우, 조직 또는 규정의 중요한 변동을 연맹에 알릴 의무
4. The board may review a program it has delegated or funded.연맹이 위임하거나 예산을 지원한 사업에 대하여 이사회가 확인할 수 있다.

Chapter 3 — Board of Directors제3장 (이사회)

Article 11 (Composition and term)제11조 (구성 및 임기)

1. Governance of the federation is vested in the board of directors.연맹의 운영은 이사회에 속한다.
2. The board consists of the directors on the federal register. Adding or changing directors follows applicable law and board resolution.이사회는 연방 등록상의 이사로 구성한다. 이사의 추가·변경은 관련 법령과 이사회 결의에 따른다.
3. The board may elect a chair from among the directors.이사회는 이사 중에서 의장을 互選할 수 있다.
4. A director’s term follows applicable law and what the board decides; a director may be reappointed.이사의 임기는 관련 법령과 이사회가 정하는 바에 따르며, 연임할 수 있다.
5. The board may establish areas of work as needed.이사회는 실무를 위하여 필요한 업무 영역을 둘 수 있다.

Article 12 (Duties)제12조 (임무)

1. The board represents the federation and carries out its work.이사회는 연맹을 대표하고 업무를 집행한다.
2. If the board elects a chair, the chair may convene and preside over the board and represent the federation externally.이사회가 의장을 선출한 경우, 의장은 이사회를 소집·주재하고 대외적으로 연맹을 대표할 수 있다.
3. Each director shares federation work as the board resolves.각 이사는 이사회 결의에 따라 연맹 사무를 분담한다.
4. The board designates the public contact.공개 연락 담당은 이사회가 정한다.

Chapter 4 — Special Bodies제4장 (특별기구)

Article 13 (Establishment)제13조 (설치)

The federation shall have the following special bodies:

본 연맹 산하에 다음 특별기구를 둔다.

1. Discipline Committee (상벌위원회)상벌위원회
2. Athlete Support Committee (선수지원 위원회)선수지원 위원회
3. Competition Committee (대회위원회)대회위원회

A children’s committee or a branch committee may be established later if the board so decides.

어린이 위원회 및 지부 위원회는 이사회가 필요하다고 의결하는 경우에 나중에 둘 수 있다.

Article 14 (Chairs)제14조 (위원장)

The board appoints the chair of each special body from among the directors or qualified members. A director may serve as chair.

각 특별기구의 위원장은 이사회가 이사 또는 적격한 회원 중에서 선임한다. 이사가 위원장을 겸임할 수 있다.

Article 15 (Functions)제15조 (기능)

1. The Discipline Committee decides the level and content of sanctions when a competitor or group acts contrary to the federation’s purpose, on or off the ice, and decides commendations for athletes or groups that set an example.상벌위원회는 경기 중 또는 경기인·단체로서 연맹 목적에 어긋나는 행위가 있을 때 제재의 수위와 내용을 정하고, 모범이 되는 선수나 단체에 대한 포상을 정한다.
2. The Athlete Support Committee supports and cooperates with athletes competing in Korean or international competitions, and develops and supports athletes among federation members.선수지원 위원회는 한국 또는 국제 대회에 출전하는 선수를 지원·협력하고, 연맹 회원 가운데 선수를 육성·지원한다.
3. The Competition Committee oversees curling events the federation hosts or sanctions.대회위원회는 연맹이 주최·승인하는 컬링 대회 및 행사의 운영을 관장한다.

Chapter 5 — Audit제5장 (감사)

Article 16 (Role)제16조 (임무)

The board may appoint an auditor to review the federation’s work and accounts. If an auditor is appointed, the findings shall be reported to the board in writing.

이사회는 필요하다고 인정하는 경우 감사를 두어 연맹의 업무와 회계를 확인하게 할 수 있다. 감사를 둔 때에는 그 결과를 서면으로 이사회에 보고한다.

Article 17 (Appointment and term)제17조 (선임과 임기)

An auditor is appointed by the board. The term is the fiscal year concerned; reappointment is allowed.

감사는 이사회가 선임한다. 임기는 해당 회계연도로 하며, 연임할 수 있다.

Chapter 6 — Finance제6장 (재정)

Article 18 (Revenue)제18조 (재원)

1. The federation is currently funded only by the directors’ annual contribution — money the directors pay once a year.현재 본 연맹의 재정은 이사가 연 1회 납부하는 부담금으로만 충당한다.
2. There are no member dues yet, because the federation does not yet contribute enough to members.회원 회비는 아직 두지 않는다. 연맹이 회원에게 충분한 기여를 하지 못하고 있기 때문이다.
3. Donations and grants from outside groups, sponsors, or supporters are allowed.외부 단체·후원자·업체의 기부금 및 보조금을 받을 수 있다.
4. Member dues may be introduced later by board decision when the federation’s contribution to members grows.연맹이 회원에 대한 기여가 커진 때에는, 이사회 결의로 회원 회비를 나중에 도입할 수 있다.
5. Other income that does not go beyond the federation’s purpose is allowed.연맹의 목적을 벗어나지 않는 그 밖의 수입을 둘 수 있다.

Article 19 (Fiscal year)제19조 (회계연도)

The fiscal year is 1 January through 31 December.

본 연맹의 회계연도는 매년 1월 1일부터 12월 31일까지로 한다.

Article 20 (Budget and accounts)제20조 (예산 및 결산)

The board prepares and adopts the budget and the accounts.

이사회는 예산 및 결산을 작성·의결한다.

Chapter 7 — Amendments제7장 (회칙의 개정)

Article 21 (Amendments)제21조 (개정)

These bylaws may be amended by board resolution.

본 회칙의 개정은 이사회 의결로 한다.

Supplementary Provisions부칙

Supplementary Article 1 (Unstated matters)부칙 제1조 (준용)

Matters not stated in these bylaws shall be decided by board resolution and ordinary practice.

본 회칙에서 정하지 아니한 사항은 이사회 결의와 일반 관례에 따른다.

Supplementary Article 2 (Enactment)부칙 제2조 (시행)

These bylaws are enacted in 2026 as the federation bylaws (연맹 회칙). The chapter structure is adapted from the Korean Canadian Baseball Softball Association (KCBA) bylaws dated 1 August 2024; the substance is written for this curling federation and does not adopt baseball-specific rules.

본 회칙은 2026년 연맹 회칙으로 제정한다. 장의 구성은 재캐나다야구소프트볼협회(KCBA) 회칙(2024.08.01)의 체계를 참고하였으며, 내용은 본 컬링 연맹에 맞게 작성하였고 야구 고유의 규정은 두지 않는다.
